◆ J-Moss (Japanese RoHS) ◆ August
2008 The name J-Moss is a combination of initial of “Japan” and an acronym of JIS C 0950 title “The marking
for presence of
the specific chemical substances for electrical and
electronic equipment.” JIS C 0950 is a Japanese Industrial Standard specifying the rules about
"marking for presence" of 6 specific chemical substances for the 7
specific electrical and electronic products. The JIS is quoted in the ministry
ordinance of the Japanese Recycling Law (the Law for Promotion of Effective
Utilization of Resources) as a method of marking, and then its requirement is
mandatory for the designated 7 products. The JIS C 0950 was originally issued in 2005, and was revised in January
2008. The following is the
information about the law and new JIS. ===================================================================== 1. Japanese
Recycling Law and JIS C 0950 The Japanese Recycling Law (the Law for Promotion of Effective Utilization of Resources) obliges manufacturers and importers of the following 7 products in Japan to make "marking for presence" about 6 substances:

[Methods for "marking for
presence"] See the JIS C 0950: 2008 for details. Summary is as follows: 1) To place the "content mark (orange mark)” on the product, packaging and catalogues, and
2) To describe the presence condition of 6 substances on the
website in Japanese so that consumers and
recyclers can access and understand easily. Also, its URL should be
described in catalogues. Please check if you fall under any of the following cases, and refer to
the JIS so that you can comply with the Japanese law. When you use the “J-Moss Green mark” voluntarily, please
refer to the “J-Moss Green mark Guideline” which is issued by three Japanese
industry associations*.

As the presence condition appeared in the website will be utilized by
consumers and recyclers in Japan, you are required to describe it in Japanese.
You are also required to describe the URL for the presence condition in
catalogues in Japanese. The JIS C 0950 is an industrial standard and is quoted in the ministry

The J-Moss Green mark Guideline is issued by the
following three industry associations which cover 7 designated products: JEITA (Japan
Electronics and Information Technology Industries Association) JEMA (Japan
Electrical Manufacturers’ Association) JRAIA (Japan
Refrigeration and Air Conditioning Industry Association) You can make a subscription for the

Japan are obliged to make “marking of presence” on the website in Japanese, we
recommend that you would collaborate with your Japanese office and/or trading
companies. ===================================================================== 4. Notice for companies using old J-Moss
Green mark (Annex D of JIS C 0950:2005) According
to the revision of JIS in 2008, the implementation of the J-Moss Green mark has
been changed as follows: (a) The Green mark is
not defined in JIS any more.
The old JIS (C 0950:2005) has been revised in January 2008, and the new
JIS (C 0950:2008) does not include the Green mark. The newly designed Green mark is defined by the industrial guideline
called “J-Moss Green mark Guideline.” (b)
The newly designed Green mark has been effective since January 21, 2008 on
which date the new JIS and the “J-Moss Green mark Guideline” was issued. Scope of the new Green mark is limited to 7 products which are target products for obligation of “Content mark (orange mark)”. Products other than the following
cannot bear the new Green mark:
Personal computers Unit-type air conditioners Television sets Refrigerators Washing machines Clothes dryers Microwaves (c)
The old Green mark can be used for
products which were manufactured or imported in Japan on or before
July 31, 2008. The products other than those mentioned in (b) which are manufactured or imported in Japan on or after
